How would the poor afford school in a libertarian society?

Today many children from poor families attend low rated, inner city schools where children learn more about crime than logic, economics, or math.

Most of these parent support a voucher system so their children could attend a private school instead.
Many fear that vouchers will give government too much control over private schools.

Private schools are highly regulated bringing their cost of doing business up, thus making the tuition higher than what parents can afford.

We have learned from homeschoolers and after school private tutoring services that there are many other options for learning out there that exceed most government and private schools.

With a free market in education students, even from low income families, would learn from innovations or technologies that would become available as costs of education plummet.
